    whats wrong with my headrests?

    I just bought a 2000 firehawk and I'm in the process of fixing the things that are wrong. I can't figure out the headrests. I'd think that the plastic clips would sit flat on the back of the seat but as you can see they don't.
    Does anyone have an idea what might be wrong or what I should check?
