Everything here is going over to trunked digital where the frequencies change on every transmit and you literally have the radio equivalent of caller ID. Bearcat is making one that will track these frequencies, I've heard.

The concept of trunking has been around since the early days of ma bell. Without it, you'd need to be hard-wired to every person you call with your phone. Since wireless frequencies are also limited in capacity given the number of users, the same concept applies.

The Uniden (Bearcat) scanner that I have it capable of trunk tracking as well as digital translation. I don't see digital being widely used outside of major metro areas given the high cost of equipment and installation. Unless you're positive that you're in an area where digital is in use, it's generally not worth the extra expense to invest in a digital-capable scanner.
