headers and Y-pipe legal for emissions?

i have an 01 z28 A4, i already have the magnaflow exhaust on the car and now i want to get headers and a y-pipe, but so far everyone that ive heard from says if i want headers and a y-pipe ill need to "know" someone for the inspection and emissions. there has to be someone who knows of headers and y-pipe that are legal and will pass emissions in PA. please help

im pretty sure all longtube headers are illegal for street use in all states its just which states have emissions test and also what emissions test they do...if they do the computer can and you tune out the codes you'll be good but if they do visual then your screwed
