Do you have headlight covers??? If so take the 2-min when its raining to take them off, if you have fog-lights turn them on, if not get a set. This will help some but not much because since they are so low to the ground they dont reflect that much of the ground back up to you, they instead just bounce off the smooth water covered pavement and keep going straight out. Try installing some brighter bulbs, please dont ask me to recomend some because I run my stock units and they work fine, last thing I would check is the voltage of your charging system. If it only like 12.5 volts when running that could mean a light out-put reduction of like 40% compared to 13.5 or 14.5
Hope this helps.

You might can try adjusting your headlights which is really simple and makes a world of difference. Just find a level surface and park your car about six feet away from a 90 degree wall. Flip your headlights on and you can see exactly where they are shining( in your case they are probobly pointed at the ground) and just adjust them to where they are level but not to high. Unless you have a headlight aimer the rest will be trial and error by getting out at night on the interstate and seeing how they need to be adjusted.
