He probably ran away because it was bar close and he was carrying. He most likely was drinking.

What is the BA limit for the use of a gun in this case or is it just not allowable to have a gun in a bar at all.
My ride is a 2002 Camaro SS SLP #3296 with 30k, LTH, 3" Y, CME, Frost tune, K&N, ported TB, Blackwing lid, Bellows, MSD, Denso Iridium, and 85mm MAF, Bilsteins, Eibach springs, SLP strut brace, Adj. Panhard, TA Girdle, UMI, Pro 5.0, Nitto NT555

There is no BA limit for use of a gun per say. If you are being attacked and they are trying to cause bodily harm or kill you you can shoot them. Whether you are drunk as a skunk or sober. You will however have a much harder time proving that it was a justified shooting if you were drunk unless there were witnesses on your side or some other evidence.
But for conceal and carry there are limitations. Most states do not allow conceal and carry in bars. Most states I know also require absolute sobriety to carry. You aren't supposed to have a drop of alcohol in you if you are concealing.
