What year is the car? What kind of car?
Usually a headlight cover is kept on by a couple of screws.
You can search ebay or junkyard for the cover.
Try car-part.com

Could of been the previous owner, that he put a too big of screw in the threaded area and screwed up the threads. You might have to use a small bolt and nut with a washer to keep the new one on.

you could try putting a nut sert in thge hole.
it's kinda like a nut that gets pop riveted into an oversized hole.
they have different nut styles and you need a simple hand gun tool like a pop rivet tool to install. But they do work great on small things from my experience.

You might want to think about something that can stand temp changes.
I don't think glue will do that?
I just don't want your freind to lose another headlight cover.
