According to http://www.txdps.state.tx.us/vi/insp.../item_insp.asp, airbags are not one of the items of inspection in Texas. So... I wouldn't really say that it's illegal for a street car, not in Texas anyway. I changed my stock wheel to a Momo years ago because I preferred the feel of a thicker wheel to the pencil thin stock one. The only downside is the lack of play with the new, smaller diameter wheel. But, this doesn't much come into play until 100 mph or so and I don't typically drive at those kinds of speeds.
