I'd do just a basic rebuild on the bottom end. .030 over on the block, reuse the stock crank,
get a set of Scat pro comp forged rods http://www.cnc-motorsports.com/produ...22&CtgID=21452
set of Wiseco Pistons with the pro comp rods above http://store.summitracing.com/partde...3&autoview=sku
    or
Set of Speed Pro Pistons http://store.summitracing.com/partde...0&autoview=sku with these rods http://www.cnc-motorsports.com/produ...18&CtgID=18920
Get all new bearings, machine work, and balanced and you got a good bottom end.

Then top it all off with an LE2 heads and cam package.

What he ^^ said sounds about right. If all you wan't is 400hp you really don't even need to take it that far. Inexpensive cast parts will do the job, though if you think you might wan't more in the future go forged now.

As for the top-end the LE2 will meet your power goal.
