Make sure you are not connected to the fuel VAPOR line. It will have a green cap. Your fuel rail should have a black cap on the fitting you need to be testing.
It does sound to me like your fuel pump is bad.

25 psi is definately too low. You could check the fuel filter, even though you did say you replaced it. That would be the cheaper/easier way to start. After that, the fuel pump would be suspect.

So i did it again and at times it will go up to 40 and jump around then go down to 25-30 psi and keeps doing that for awhile

Like Knight said, wouldn't hurt to replace the fuel filter and checking it again before changing out the pump.

Actually, fuel filters can clog up very quickly. Not saying it is the problem, but I always prefer to start with the easy and cheap route first.

3 options for the fuel pump...
1 drop the tank
2 Cut an access hole in the top
3 Pay someone else to do it

Installed the filter and checked the pressure. This time it stayed at 40 psi longer then dropped down to 25psi again. so my question now is it really my fuel pump that is causeing this? is this why the P0200 code came up? and what fuel pump would you guys recommend?

Although we have a nice OBD-II code list posted in a sticky, it does not break it down into the possible causes for each code. I always Google the code and generally find good information quite easily. Searching "P0200" returns information like this: http://www.obd-codes.com/p0200
Unfortunately, whether or not your injectors are working properly or not really has nothing to do with your fuel pressure issue. You will need to tackle that first and then see what happens. At 12 years and 150,000 miles, your stock pump has certainly had a nice long life. As posted, you have three options for changing it out. By far, the easiest is cutting the access door, however I would suggest dropping your tank so that it can be thoroughly cleaned once the pump is removed.

I agree with "pajeff02." Don't cut the access door, only hacks do that, and you always run the risk of cutting the tank. Either drop the tank or have a repair shop/dealer do it properly. The p0200 will have to be diagnosed after you can get the vehicle up and running.

Guess I'm a Hack...

LOL !!! One good thing about having the access hole, you can test it quicker. My pressure regulator took a dump, and I thought it was the fuel pump. I had the sending unit in & out at least 15 times, because I thought it was my new twin walbro's failing... The 98's are more of a prick to drop though...

So i took the car to a mechanic and was charging $1100 for eveything to replace fuel pump. he said the fuel pump cost $600. He said i can bring my own pump as long as no modifications were needed. Does anyone know if this fuel pump is a good one? It says direct fit so should it have everything to make it work again?

Don't forget to check the pressure REGULATOR. That could be going bad, too.
