Rack and pinion?
I had a power steering leak, but it wasnt the hose or the resevoir.
My car just got out of the shop today, the rack and pinion was replace.
When I fired it up and drove, as soon as I tried turning the steering wheel it was sort of rough when turning. It will turn freely then it sort of locks up on me. Please help.

Sounds like the air needs to be bled out to me too. It's not hard at all and takes about 30 minutes. I think all you need to do is jack the front of the car up and have a buddy handy to fill the reservoir. Start the car and get it to operating temperature. Then turn the steering wheel all the way to the right and then to the left and make sure you don't hold the wheel at the locks (meaning do not turn it and hold it at full turn). Repeat this until no more air bubble come out of the reservior, and you should be good. Hope this helps. I'm pretty sure there's some details I left out, but it's pretty much the main idea...
