No, that's exactly how it's suposed to work. 98 was the last year to have an actual, functioning analog temp gauge that fluctuates while the engine thermally cycles the coolant.
99 up basically have 3 positions: Stone cold (needle points to the left), Normal (needle points straight up) and OH SHYTE! It's gonna blow (needle is in the red)...
In all seriousness, the gauge functions, sorta. It's like it is (99 and up) because customers were complaining about the needle going up and down like it's supposed to do.

oh ok, just making sure, cuz i just found it weird cuz i have never once seen it pass the 210 mark, but fans come on. Even in bumper-bumper traffic midday summer it stares at me @ 210, mocking me (atleast it doesn't go up). I did read something bout the temp gauge, people say it is quite of the innaccurate type now a days, which is another reason y i miss my 89 gta, she warned me before OH SHYTE moments. Just afraid one day to look down, n see it go from 210 to OHSHYTE w/o even warning cuz once it hits red not much to do except cry a lil

The guage will climb as engine temps climb. Watch it after it's cold to normal. Gauge will move but also note that the guage starts at 160 (98 starts at 100). anything below and it won't register. If engine temps go beyond normal it kinda functions as you'd expect. If you habitually watch the guages and it starts to overheat you'll see the guage movement indicate it. It just won't fluctuate between, say 185 and 210 (when the thermostat opens and closes).
Don't worry. If it climbs much past 210 then you'll need to find out what's happening.
