Bottom line is you can either increase horsepower or decrease weight.
Depending on your goals headers and a K&N filter, combined with a decent tune will be one of the better bangs for the buck.
Lightweight wheels and tires, and a set of drag radials will help enjoy the car at the track.
A lot of the wheel tire combinations that are the most popular actually decrease your torque... I went to 15" wheels and improved my performance at the track while most people like the looks of the 17, 18 inch variety which are usually heavier and hurt performance.

PCM for LESS and MADz28 do very good tunes on LT1's and from experience they are excellent tuners. On my 93,94,95 Z28's they did a great job and i felt a good difference before and after the tune.

an exhaust, suspension upgrades, 4.10's
Headers and a good cat back since you didnt state whether or not you have one.
Lift/traction bars. Theyll help you hook up on the track and launch harder with less spin

Do not go to the track on a street night when the fwd vehicles are dragging water to the line andf all you do is spin... Go to a "real" test and tune day when "real" cars are running. On days actual race cars run the tracks are generally treated much better. A 2.6 sixty foot time is so bad it is difficult to achieve. Any street car at your power level should not be spinning when pulling second gear either regardless of tires selection or track condition.
Since you are running 14.1 with a 2.6 sixty foot time it is not rocket science to believe a 1.8 sixty foot time (very achieveable with drag radials, reasonable track and good driver) in other wise stock form, will net you the low 13 second ride you desire.
Et is all about launching and shifting. MPH is about horsepower. What were your trap speeds.
Not to sound crass, but perhaps some more time behind the wheel during decent track conditions should be your first mod...

Hi ! you know what u can do buy used on junk yard or whatever upper and lower manifold intake and used send paper 220. send upper and lower intake inside.you have to make it smoth then used poler wax and make it shiny and replace the intake and sell the old one on ebay. that give you like 15 hp 20 hp change also mufler for borla or flowmaster that give some hp. you can put biger fuel injectors for like 32 pound get a biger Throttle so more air can get inside the manifold that for now
