It is a sniper (or soldier), your just looking in the wrong area. The inside circle is where he'a at. it's 2 pictures super imposed on each other. Try looking at it from different brightnesses. The soldier is aiming right at you.

Looks like a big dog laying on it's stomache, it's head being in the bottom right, and it's rear end being the highest part at the top of the picture. I don't see the pups.
