stupid steering
I recently purchadse a 98 z, and the power steering pump was growling. I thought that is what was wrong with it, so i bought a new one. After installing it, the noise was gone, but i still have a hard spot in the steering. I then thought that the only part left is the rack & pinion, so i bough a used, but in very good condition replacement. I still have the same stiff spot it the wheel. I have unhooked the rack, and the column spins freely, and the tires turn by hand without noticing and stiff spots, but even on jackstands, i can feel the spots. they are 180 deg. away from eath other every turn of the wheel.
Has anyone had this kind of problem before?

maybe the steering connection shaft with all the joints built into it is worn.

What hard spots?
since you checked almost everything, did you check the steering joint where it connects to the steering rack from the steering shaft? It can be seen from the driver's side of the engine under the hood. Between the wheel well and the headers. Check if there's anything that doesn't look right.
Also try the same test on another f-body from 98 to 2002 and see if you can feel the same thing.
