If you had a good coat of wax most should come off. You must get to it quickly though. Try some bug and tar remover and let it soak a little.

Try some stuff called Goof-Off. You don't need to apply iy hard against the paint, just go soft overlaps until it starts to come off. If you car had a good coat of wax, it's possible that claybar can remove it as well...
I would try claybar first since it's the easiest and safest method

I would use mineral spirits. Just do it in the shade and not in the sunlight. Take the insurance check and do a little elbow greece with mineral spirits from home depot or menards. That is what I use when taking glue off of vans that have lettering being removed, if someone's car gets spray painted, or even for tar and road grime. It will come off pretty easy, but make sure you wax the car afterwards.

Don't settle with just a "buff" that could end up turning around and comming back later on and you're shit out of luck. If no damage was done to the car, at least get a new paint job man.

Thats not insurance fraud. His vehicle was damaged, he received payment based on what a shop would perform, he was smarter about it and did it cheaper. There are always two ways to do something, one might be harder than the other involving more work. Nice payday that solvent you used is equivalent to mineral spirits.
