Yes it does, but the truth is a weiner and clit are the exact same thing. It just gets bigger and the urethra is enclosed under it as the embryo grows. The default setting for an embryo is female, the only thing that changes it is the testosterone and the Y chromosome that causes the changes in formation of the sex organs.
