Since there have been several versions of this movie I'll assume you aren't referring to the 1939 version.
In the 1939 version starring Judy Garland the beginning and ending when Dorothy is in Kansas are in B&W. The part where she opens the door of the house into Oz is so brillantly in COLOR that it boggles the mind.
When I was a kid in the 50's and early 60's we had only a black and white TV.
