and yes it is from our perspective but both are from our perspective. I think I found something that explains it better. General relativity states that space and expand without rate. So simply space has no limit to its rate of expansion. So i guess light has nothing to do with the expansion only the observation. o and before I was referring to special relativity not general woops got them mixed.

but that would only mean that light would only have "aged less" for us it would have still traveled the same distance.

a light year is the distance that light travels in a vacuum (space) but yes light travels slower on earth because of resistance and heat. so a light year is the distance that it travels.

if a person was to travel at the speed of light along side a beam of light the beam of light would travel away from that person at the speed of light... how ever to a person that is stationary and observing the person traveling along side the beam of light they would look like they are side by side...

no c is the speed of light in a vacuum things like water and glass do slow it down. it is literaly called "slow light. for instance when light travels through a dimond it is going less than 1/2 c. but not on heat my bad.
