Car is a goner. Both rails will need replaced, 2 percent chance IMO that the left rail isn't toast. If you see a bumper reinforcement that looks like that you don't really need to tear the car down to know that the rails are gone.
If by some crazy situation they want to fix that car, don't let them pretend like they can fix those rails. They can't and you could die.
That car wouldn't fix in any shop that values the future of their business.
