The lips are supposed to be polished on the originals, the rest is a cast aluminum finish.
On mine, being original and 10 years old, they tend to corrode or dull a bit.
I simply sanded the lips on mine with progressive grits,,,400, 600, 1000, 1500, and then finished with 2,000. I use a flat block for sanding so everything stays flat and uniform. You don't want any dips or divits from sanding, that creates dull spots. From there I just use a Mothers mag wheel polish on it and when it's done it looks just like chrome.
It's just like polishing any other aluminum part,,,,same process. Once you have it polished that shiny, it's rather easy to keep clean, the exhaust soot just wipes right off, and once in a while I'll hit it with another coat of mag aluminum polish to really bring the shine back out.
I also noticed in your pics Mr. Fastcamaro, on the top view the lips look awfully thin on the aftermarket piece. Can't tell so much on the factory piece because it's rather dirty.
On my factory CME the lips are fairly thick, I'd say probably a 1/4 inch,,,and they are also polished to a high shine all the way around just like the face. Mine also only has the one bracket attaching both tips together. Been that way since new (2002) and it's been just fine.
