IAC is Idle Air Control - located on the throttle body. As the TB sits on the engine, it is the top sensor on the drivers side of the TB. The lower sensor is the Throttle Position Sensor or TPS.
Another thing to check with the TB is check the blade. If the hole has been enlarged it can cause high idle too.
Orion is more likely to be correct. The pcv is notorious for leaking and if the intake was not installed correctly or the map sensor (located on the back) was knocked off you'll have issues.
Also check behind the intake, make sure the hose that goes to the break booster and the HVAC tubes are seated correctly.
