^^ PB Blaster seems to work well. I am also a fan of wicking candle wax into a stuck fastener utilizing a propane torch for heat.

My father and I had to take turns hammering away on the rear brake drums of a vehicle once because we both needed to take breaks. We both know our way around a vehicle, my dad more-so than I, and we have never had to fight something so difficult. Both sides were the same. Even ended up triggering a brake light from hammering on them so much. I thought we were going to crack the casting we were hitting them so hard - with a very large hammer I will add. FINALLY, they came off.
Upon inspection, there was literally a 1/4" tall "lip" around the inside of the drum that we were fighting against and why they wouldn't slide off. We took the hub over to the workbench and took care of that lip quite easily.
