Totally legal. The center snaps the ball using the "side-snap" technique. He stands up and hand the ball to the QB sort of by his side. Once the center gives the QB the ball, the plays on. Doubt it would work anywhere but in little league, but still, hell of a play.

I'd be sure to punch out the coach.

That is why you teach your defense that as soon as the center moves that ball anywhere towards the quarterback, you go hit someone (preferably the one that has the ball) until the whistle blows. Dumb defense, there was no whistle to call the play dead.
