I think you will be really challenged to get into the mid 11s, maybe even noticeably below 12.0, unless you spend more or go to nitrous. I assume your $2500 is for heads and cam kit parts only. That much will buy a decent heads and cam package but not the best. You'll need really good big valve (2.08 inch intake) LS6 ported or AFR type heads and a very aggressive cam to get into decent 11-second territory, if you keep the stock displacement. IAnd I believe you will find (one way or the other) than the combination of cam and revs you need means you will have to upgrade your rockers (shaft mounted are best by far) which could cost about $80k altogether).
You can do it easily with a 75-100 shot of nitrous added, though.
You should aos see the driveline thread about rear axles and HP - you WILL be buying a new rear end if you do much of that.

If you get AFR 205's ($2300.00 or so) with 10.5+:1 CR and an aggressive cam ($400.00) you could probably do it. Are you an A4 or M6, makes a difference with the cam. A4 get a good stall ($800), M6 get some gears ($500) and you should get into the 11's. My $0.02

Well i went with this setup. Fast 90mm intake and throttlebody, mti lid, Cartek stage 3 heads and stage 2 cam. This setup will set me into the 11s. The along with suspension and a good tune 11s are no problem.

If you want mid 11s you can easily do it on stock heads. Many cam only cars have acheived 400-420rwhp and that is more than enough to run as low as 11.5. My friend only made 374rwhp in a thirdgen and ran 11.7.

I know you can easily get into the 11's with an AFR head and cam package for $2500. This package produces around 470 RWHP with a smallish 224/224 cam and over 500 RWHP with a bigger cam.
2001 SS - 430 RWHP 412 RWTQ
6 spd, FIPK, Corsa exhaust, LS7 clutch, Dart Pro PP LS1 heads, custom 220/224 cam, Kooks LT's. Ported TB, Full suspension, C5 ZO6 brake upgrade.

The T-Rex cam is designed to work only with stock heads. I have seen 415 RWHP made with that cam in an otherwise stock LS1.

I make 380 and run 11.7 all day long. I bought my parts used though. I got about $2000 under the hood on a stock rear end
