So I moved in this new neiborhood and was looking at the breaker box,one wasnt labeled,so i switched it off at night and found its one of the neiborhood lights,that lighst up part of the street,so I guess we are stuck paying for that extra per month or should we be????

I would turn that thing off and never think twice about it.......actually I would spend a good drunken night in there turning it off and on over and over seeing how many people I could piss off.

I thought we should,then i figured other tenants would call and say light is burned out, if they come try and fix and figure we turned it off and piss landlord off?

I dont see how its your responsibility (or better yet liability) to power a public lamp.
