Navy Blue Metalic- 1999 Z28 Convertible
Sure, it's a roach mobile, but has potential!
How fun would it be to restore this:

Lot's of work, and probably too much rust, but I love this model year. Was a 3 speed manual stock for this year?

Not worth the 1800 man. Way too much rust, and too little to work with for that kinda cash. You already know the motor and trans gotta go, so you might as well save a bit more and get one in better shape with the v8 already in it.

2002 Z28 A4 NBM- Sadly now demodded :(
$1800 to buy and a minimum $18,000 to get drivable/presentable.
OTOH, they made just over 12,xxx 70's with a 250 inline 6.

How much work are you looking to do? 70's are hard to come by, but you're looking at a huge project- basically every inch of sheetmetal would need to be blasted then most likely replaced. If you're looking for an older car to restore, look further south - less snow and ice, less salt, less rust. If you want to find something you won't have to cut the floorpans out of look west.
On a side note- projects are not investments. If you're looking to make it into something of your own (tub the rear, pulling in the bumpers, etc) then sure, get something you can really tear into. Put it this way, my dad and I just paid $3600 for a '72 Elcamino with a little rust. All original SS396, but it doesn't run. Had to drive 6 hours to the middle of nowhere Mississippi to get it, but if you're wanting a good project, keep looking and you'll eventually find one worth building.
