that can produce good power and would pass emissions testing? I've been trying to research head and cam packages or engine packages that would make good amounts of power but would also pass NJ inspection tests. I know much of that is based on the camshaft and tuning.

Depending on how much you're looking to spend - you might be better to go all custom. Talk to the local shops/builders - they should be able to help you out with keeping emissions legal. I'm not from NJ so I'm not sure what they require.

I know NJ is just about as much of an emmissions Nazi state as CA, you might want to look into turbo or supercharger...or getting tagged in PA

You can go to an aftermarket intake and heads easily, but you will probably be limited to a very small cam. With the right heads and intake I've seen some pretty impressive numbers with a 224 114 lsa cam.
You probably will need to go with shorty headers so you can keep the cats in there stock location.
Or another option is to build it the way you want it and when it comes time for emissions swap the stock cam and exhaust back on
