Not 100% on California, but around here its not required. ONLY if theres a OBDII code will they hook it up. The OBDII tells them if theres a problem, but if it says there isn't, they why bother? They won't know there is if the codes are deleted. The only ones they do hook up are pre-OBDII (96 or older I believe).
