I HATE that question. Some ask "Have you ever been arrested?" some ask "Have you ever been convicted of a crime, minor or felony?"

YES, it is. A citation is an arrest, and your signature on the bottom of the citation is your on-site ROR (released on own recognizance) bond. If you read the bottom or back portion of citations in most states, you'll see it requires you to pay the citation or come to court, and, if you don't, your license will be suspended and you can be arrested, these are your bond conditions, as it were; furthermore, if you refuse to sign the citation, many states have clause in traffic code that allows the officer to book you into a local jail and make you post bond, since you didn't sign for the ROR bond on the citation. All that is required for an arrest is probable cause, and probable cuase it what is needed to write the citation in the first place. Is it a CUSTODIAL arrest?... no. Is it an arrest as per the legal definition of arrest?... yes.

Chris is right.
Technically, yeah, it is...But so is a cop stoping you on the street and asking you for your ID. If a cop detains you at all, it's an arrest.
Is it a crime? HELLZ NAW. A crime is defined as a misdemeanor/felony, and unless your citation is because you did a drive-by, you didn't commit a crime. I think that may have been what you're looking for, but Chris's explanantion was dead on, too.

actually i'm not filling out an application. i posed a question regarding some things that i have seen lately about a neighboring townships police officers having pulled over people in my city's city limits outside of their jurisdiction and somehow this douchebag that is arguing with me is insisting that a speeding ticket is the same thing as being arrested.
it's interesting to see the opposing viewpoints on here especially since i also asked a friend of mine who is on the sheriffs department the next county over and he said that a speeding ticket is not the same thing as being arrested.
so the confusion continues.

Mostly true, but lots of states do not require a signature from the violator on a citation, so how could that be a release based on their own recognizance?
Plus citations are written all the time for "infractions", one being minor speeding, instead of misdemeanors. You cannot be "arrested" for an infraction, only issued a citation. Felonies never go on citations.
Technically it's an arrest, but in commonly accepted practice an arrest will require a ride to the magistrate and a bond process taking place.

I'd suggest answering that type of question by just saying you had been written [a] citation(s), but never been taken to jail (as long as that is truthful). Most employers are trying to determine if you have taken the "big ride" when they ask that, not if you just got caught speeding or had an expired tag.
