no you are not using, the circut is open it is not closed which completes the circut and using electricity...
it's like a gun with a round in the chamber ready to fire but the safety is ON (circut open). if you take the safety off, pull the trigger the gun shoots (circut is closed), thus you are using. not using until you close/complete the circut...

answer... "no" the little wire inside the lightbulb gets broken when they burn out and severs the current bringin it back to an open current..
That's how I remember it. A switch completes the circuit, sort of like a bridge connects two roads across a river. Without it, one side cannot effect the other.
If there is NO amperage draw, you are not using current. Current is in amperage. If I remember my electrical stuff 101.
Without amperage use, there is no real power being drawn, so there is no cost.
BTW, amperage kills not voltage. Just FYI. Some residual voltage can still be present and will shock you, just like static electricity. Some appliances, like TV's, have capacitors. They store energy and hold it for a while. that's why you can unplug a TV and touch a capacitor in it, five minutes later, and still get whacked.

Nevermind, now I think I got the question. I was thinking he had a bad wall switch. It's the switch on the lamp that was off and the wall switch on.
I should read slower sometimes.
But still, no power is being used. When you touch two spots in the opening YOU completed the circuit and that uses electricity. Otherwise, no wasted energy.
i'm glad the fuse breaker poped right away... my arm was numb for hours... it felt like eternity when i was getting chocked... i couldn't let go of the plug, the electric made my fingers clamp down harder... oh..and then i wiped out when i went to run after my buddies who were laughing... fucking puddle...
