Wrong on that. Check the Florida statutes. It's Chapter 316.

This is the most relevant one, but the others are good to read if you're planning on extra lights.
I put an extra pair of fog lights inside the ram air ducts (dampers removed), and foil A/C duct tape to make the entire box reflective. They're thin LED lights, so they don't block the airflow, but they also don't point directly forward. It makes a nice white glow behind my stainless ram air grills. :) have mine attached to the foglight switch, so I can shut them off if necessary. Cops have bothered me for other stuff, but never for my lighting. :)
Section 316.2396 states that you can have up to 4 additional forward facing white lights, not to exceed 300 candlepower. He's really asking for trouble with red lights in the front.
