No. There is a different unit for that, and I'm on it. We deploy with SWAT though, the snipers cover us. Negotiators (not me) fall under SWAT.

No military. This place started out as a 145 repair station (commercial) then we lost that contract and picked up this one from the Govt 4 years ago.
