get a scrath remover, it's like a liquid-paste, put it on a small tower, and buffer it out, the extra (other car's paint) should buffer out, and then go get cheap touch up paint and color the scratch if it's really noticable, if it's small don't paint over since you'll make it worse.

i would suggest bug/tar remover to remove the scuff and then polish and wax the area...but if you care to remove all the paint down to the bare metal with paint thinner, be my guest... :lmao:
