Like for example, when someone creates a event for a blood donation drive, and invites all their friends indiscriminately, Facebook could follow this check:
Invite (me) to (event)
->Check: Event = blood drive ?
->->True; proceed
->Check: (me) Hometown ?
->->Bristol, England; proceed
->Check: Location unrestricted = blood drive?
->->False; do not invite; proceed to next invitee.
I swear I get a fucking invite to a blood drive twice a week.
