a tire such as 275/40-17 means:
275 = tire width = 275mm
40 = sidewall size in % = 40% of width = 275mm x40% = 110mm = 4.33"
17 = rim size in inches = 17"
overall diameter = rim size + 2 sidewalls (bottom + top) = 17" + 2x 4.33" = 17+8.66 = 25.66"
Now you can do it for any size.
p.s.: 1" = 25.4mm
