Preventing neck injuries (whiplash in particular) is the reason the Feds mandated headrests in all cars starting in Jan 1969.
It's also a quick way to identify a 69 MY car made before Jan 69 because in the 1st 4 months of the 69 MY headrests, while a popular option weren't mandatory.

damn that's sad :( poor guy. for a second i thought "hm, car looked exactly like the one dylan and i saw on i-40 one day" and it had a 60 year old looking male driver in it... but, i doubt it's the same guy.
speaking of headrests... some f-bodies in '68 were optioned with headrests, i think the number was under 2500 for firebirds.. mine was one of those cars.
