Noob w/2000 b4c

I bought the subject car with 114k on the clock, formerly a marked SC State Police mule.

I came here because I have a radiator leak issue and my GN friend said he heard of repairs or something possibly on this very forum.

There is a leak from the rad. outlet which looked like the hose was loose but it wasn't. Replaced hose but it still leaks when the system gets up to temperature and pressure. I suspect the outlet is cracked. Can these be repaired or the tank replaced?

Also, it appears to have some kind of 5 point wheel lock nuts on it. Any suggestions on getting them off?
