what about headers? and what do you think about cut outs?

I agree with headers, but u said little $, If you do headers, go ceramic coated LT, kook, or stainless works, but do the whole exaust too, BTW CCLT run about $1000-1200, exaust full 600-700, as for the cutout=waste of $$
