Running rich & tuner can't figure out why....

NOOB as far as forums, haven't been on one is over a decade so... Just rebuilt my 98 TA. Running a 228 / 232 .600" 114 LSA cam, LS6 heads, ported, milled .030, forged bottom end, approx 11.3:1 compression. FAST 92mm intake & TB. and and LS2 style MAF. Fuel Pressure is a consistent 60psi across the power band. and 36# injectors rated at 36psi @ 43.5 psi fuel pressure. Not punched out past a normal machining process.. so... 350cid? And about 1700 miles on the engine.

    At idle @ 930 rpms:
    MAF: 1.65 lb/m
    MAP: 13.9 "HG
    Front o2s: .755 .790
    "rear" o2s (bypassed): .450 .450
    Abslt TPS%: .4
    Calc load%: 4.3
    Coolant: 189'
    Fuel sys 1/2: closed
    IAT: 111'
    ST FTRM1%: -29.7
ST FTRM2%: -25.8 PIG RICH on these... I know....
    ST FTRM11%: -28.1
    ST FTRM21%: -25.0

injectors and fuel pressure regulator / pump are all new... To me it just seems the fuel map is too rich to begin with... from my research all my telemetry makes sense but... why is it running so rich to begin with? Thank you in advance.

Is it running rich all the time or until the O2 sensors kick in and start adjusting the tables?

Also is this a real tuner or someone that does it as a hobby?

Not trying to insult anyone, just that I've seen a few too many ppl having HPTuners or Holly EFILive claming they are tuners and know nothing beyond the basic functions.

Tuning was done through a local shop with a good reputation on a dyno I know the owner, ironically I used to whoop his ass in the early 2000s with the same car. I believe it’s rich all across the power band as I’m also only getting 15mph. I haven’t looked at the trims under load. I think I’ll do that now.

Brand new, well... 4 months old and 1700 miles on them. Bosch. Basically EVERYTHING in the entire drivetrain is new minus the block, crank, and gearbox.
