    pcm wire

Could someone tell me what they think this wire could be? I know it's a long shot to tell exactly what it is without seeing where it is connected but i'm just curious if anyone seen something like this before.

It would be easier if you could tell what pin it is spliced into.

Depending on that you could determine if it's for an after-market shift light, tach, nitrous switch, two step or just a crappy repair.

Does that gray cover just pop off or is it bolted on?

The cover is an integral part of the connector. Remove the bolt in the center and carefully extract the connector. Ensure that you disconnect the battery first before messing with it. If you can post the pin number I can tell you what it is spliced into.
