Dealer Tuning?
Is it true that the dealer has the ability to go into the computer and "tune" or alter things...?

not unless they have hptuners or another tuning software.
Tech 2's have some capabilities, but not enough to truely "tune" a vehicle. It will allow you to update operating systems & perform many functions and even datalog & freeze frame trouble codes & such.Support for HPTuners

The local dealerships here can't do it so like said above unless they have a tuner program. They couldn't even program the gear ratio at the dealership.

I just talked to the guy I bought my car from, he works at the local dealership and when I got the car he told me he "tuned it himself". I found out he knows someone in Maryland with a dyno and turned it there with LS1edit...
