99 tahoe exhaust/intake sugg

my gf just bought a 99 tahoe, looking to get more performance and better gas mileage out of the damn thing, what should I do first? I was thinking dual exhaust, any suggestions?

Headers, Power Programmer (only cause its not worth putting on the dyno and you can get em cheap), cat back, CAI for sure, and the throttle body spacers actually help a little.

Dump the factory muffler and cats and get you a set of Dynomax unless single exhaust if you don't mind a little rumble and a Random Technology Cat or Cats. Get you a decent air filter / intake tube and then go with a custom MAF tune with a little tickling for gas mileage. The power programmer is ok but won't get you where you need to be with gas mileage. This is where I'd start unless you decide to be nice and add the headers. Which one?

The Hypertech Power Programmer 3 actually added 2-3 mpg in town to my dads 2000 Tahoe Limited (old body style).

I've got a HPPIII with a custom burnt cartridge for my 97 and it helped a little with the L31 but it won't do the same for the LQ4 like a custon tune would.
