ticking lifter

My car has developed a lifter that sounds like it is not getting oil, Is this a lifter problem it does not do it all the time never develops when I am driving only happens on the start up sometimes then just goes away. Do I need to change the lifters or is this even the lifters?

mine does this as well you can hear it from inside the car until it warms up
