Oil pressure is supposed to increase when RPM's increase. What oil pressure are you seeing? Have you checked the oil dip stick to see the car has the correct oil level in it?
Do you hear any knocks coming from the engine?

Welcome to the site!
Have you changed the oil and filter since purchasing the car? You may have a sender or gauge issue as that is quite odd for the pressure to rise when you decelerate.

There is a rev limit set to 4g .

Rev limiter on a stock LS1 should be around 6,250 RPM.
Your car should take 5.5 quarts. However, it's always best to also check the oil level on the dipstick as well.
Low oil pressure can result from a few things: low oil, spun bearing (usually can hear this), bad gauges, broken oil pressure sending unit (OPSU).

The O-ring on the pick up tube is a common culprit -- especially if upgrade or replacement work was performed without fully dropping the oil pan. Could also be debris in the pickup screen -- not likely, but it is a possibility. Where did you plumb the manual gauge in at? Did the stock gauge and aftermarket gauge read about the same?

Also, what exactly is the oil pressure?
Some people think 15-20 at hot idle is too low, when it can be perfectly normal. The pressure at 2k and above is what really matters.

^^ Agree. The old rule of thumb is 10 psi for every 1,000 rpm.

The stock sender is behind the intake, on top of the engine block. Hard to get to and easy to break if you fiddle around back there. Unless your car has been modified for installation of an aftermarket engine oil cooler, there is no other place to plumb an oil pressure gauge sender.

So the 25 psi is the pressure under hot idle conditions?
If so, that's fine.
