first i would get it dyno tuned, mail order tunes are not the best fix as far as tuning goes, you may want to check and see if you have a vacuum leak, if it still occurs i did this to my car not everyone will vouch for it, all i did was bend the a small tab on the throttle body kind of hard to explain anyway it worked for me good luck

What throttlebody stock? If so for that cam you might want to drill the bleed hole (one in the center of tb blade) out just a tad. I was able to get mine to idle without a tune with that cam by drilling that out to 1/4". Then as he said above get a dyno tune so they can tune idle characteristics better. Mine would crank with me out of the car cold with no problems. I did get a 114 LSA though so that might help a tad in my case though.

it will start and idle fine its when i rev it up and let off is when i have the problem it will drop down to 400-500 and then go back up after a few seconds and its really rich.

how do you know its rich, you smell fuel out the exhaust? that is typical of a cam though you should get it dyno tuned

Tuning takes much more time than an hour or two on the dyno. I worked with my tuner for a few weeks before we really got the tune down right. It really helps to do a dyno and a street tune where you and your tuner drive around in everyday situations. A lot of factors play into a correct tune. Weather, temperature, city driving, highway driving, how long you let your engine cool before restart. Patience is always the key word when you change so many different perimeters of your engine.

    It may.

How many miles on the current tune?? Since the last tune?
    Since a climate change?

It normally takes a little time to learn the idle with a new tune.

After falling to 400-500 does it pick back up to normal idle?
It may need a little touch up on the tune...adding a little more idle air (if in fact it is fat).
