700R4 question

84 700R4 I put a trans-go shift kit in it. Trans. is in fine shape before undergoing this. Installed it in car I have 10 qrts. in it right now and it will not spin wheels in drive unless I really rev it up.( car is off the ground) I put in reverse in won't spin wheels.try to run through gears and it won't shift, but the dipstick says there's way too much fluid in trans. I didn't fill converter when installing.( if that is important to know) what could possibly be the problem?

Drop the pan & check out the manual valve and see if it is in correctly.
