Is it just the SLP CME, just different tips and missing the valance?

Its a kit SLP sold without the 2 piece valance.

It wasn't factory CME, a different style aftermarket setup from SLP - Very similar to the factory optioned CME, but quad tips. Not a fan myself, especially without the valence..

This is correct, an aftermarket add on CME from SLP. Not even close to the OEM optioned CME that came equipped on some cars.
You are right, that thing needs a valence panel in the worst way, or simply remove it.

I hate it when they put the CME tips on and leave the valence off. Can take a perfect car and turn it into crap. Not a big fan of the quad tips but adding the vaslence will make it look 1 million times better.

I Have seen some QTP kits like that. they have built in cut outs. Pretty cool if that what it is.
