are headers without a tune useless ?

Its not a must to get a tune after installing headers. You will run rich and won't see maximum gains but will still see improvement, 15-20 RWHP gains without a tune typically.

To get the most out of the exhaust you will need a tune. I know from my experiences there was a significant gain with the tune. With my mods and no tune 336 RWHP with a tune 357.

My car ran LEAN with longtubes, ORY and no tune.

One thing that is worth mentioning here. Longtubes may or may not make the car IDLE richer, but at WOT the car will be LEANER without tuning.
