I've got a Bassani ORY bolted to the SLP Loud Mouth catback. But, seeing as you have to deal with emission laws there, you may have some problems.
Here's a few clips.

Technically Long tubes are illegal in all 50 states. Any relocation of the cats (lts do this) violates fed emission laws. Only question is do they do a visual inspection of the exhaust where you live. In Md they only give you the OBDII test. I pass with Lts, no cats, no air pump/pipes, and a huge lopey cam.
Definaetely not legal tho. I hope Illinois is more relaxed with their emissions then their gun laws. LOL.

I am an emissions inspector in Utah on a 99 your car would be a obd2 so they just hook a wire up to your car and run codes basically, but the downfall is is that there are to do a visual inspection of your EVAP system AIR injection EGR valve gas cap PCV valve and the worst cats and o2's if you go to a dug down shit shop privately owned im sure you could slip the inspector a twenty or something to not look under the car haha but might lose 25 bucks paying for the test cause he doesn't take it haha

About the cutout... I am from missouri and they told me as long as the cut out is closed then its legel becouse its all going threw the muffler. i know it sounds dumb. when we get inspected they just hook it up to a computer and if it reads your cats your legal.

they used to be crazy like that unitel people starting complaining that it was a waste of tax money. so now that just plug into your computer. 98+ cars only have to do emissons.
