    Exhaust

    If I cut the Y pipes after the cats. And welded a flan on each pipe.Would that be almost as good as having headers. Because I am on a budget. I have a 1999 Z28 LS1

    As they say in German: NEIN!

    Headers have tubes that are longer than the cast iron manifold logs that allow the exhaust pulses to not interfere with one another, promoting scavenging which allows for a fresher incoming intake charge.

    There is more to it than that (i.e., a collector and a crossover pipe that allows for 1 exhaust pulse to pull on another) but that's it in a nutshell. Headers are also lighter in weight and allow the heat of the heads to be radiated away better.
